To me, it looks Like Babelsberg Studios would have needed to pay customs (11,67€) if they'd wanted to accept your letter from the mail man. So it came Back to you
Oh this is a pity! I sent to her too, also to Ralph Fiennes and Maya Hawke. I didn't get anything back from the three yet. I am just curious, why the RTS got back in January, when you send your letter in October.

I think its up to the actor to say that they are willing to pay for the customs. I assume (don't quote me on that).

Principal filming ended on Oct 30, so either they were just holding on to it for the actors to see if they would accept the fanmail. Maybe she just left with out saying anything...
