Need your help. Who is this NFL QB?

Hi,
several years ago I received an autographed picture of an NFL Quarterback, but until today I have no idea who this might be?
Who is this guy????

Well he plays for the Raiders, and he is number 3, so that is a start.

Jeff George played for them 1997-1998 at QB and he was # 3. Is that him ?

The QB in question in your photo is Jeff George. He played for The Colts, Vikings, Raiders, Redskins, and Falcons during the 90's and retired somewhere around 2003.
