Not exactly. They re-film things (in November 2016, they were re-filming things for The Last Jedi) around a year before the movie is released, so the actors could come back to the filming location, and I think the Pacific Rim: Uprising address was in someone's database a month ago.

It's true that film productions sometimes do re-shoots of individual scenes, or what are known as "pick-up shots", but they only take a few days to complete. Plus, they tend to take place in a different location than the original production, in order to accommodate the performers. So, there's no telling where you would be sending your requests to.
