Jimmy Carter Failure

About two weeks ago, I sent a LOR and a SASE and a photograph for President Jimmy Carter to sign, then yesterday I recieved my SASE in the mail. It had my photo of Jimmy Carter unsigned and a not which said "This is not an item that President Carter will sign". I don't know how to scan a picture into fanmail.biz, but I hope to learn how to soon. [ugotmail]... :(

President Carter only signs certain photos; a good rule of thumb is to send either an official portrait, a photo from his inauguration, or a photo from his Nobel Peace Prize ceremony.

And if you won't send any photo, then will he send one of his (or possibly litograph?)?

A little over a month ago, I sent a book he wrote to be signed by him. I have seen other's successes with getting pictures signed and even failures, yet mine's not come back yet. Is this unusual or do I just need to keep waiting?

I have sent to President Carter two different times. Once I sent an official picture while he was President and the second time I sent two books he wrote. I would keep waiting because it took me about 2 1/2 months to get mine back both times.
