IRC to Canada

Do I need to send an IRC if I live in the US. I haven't seen anyone do this when they write to someone in Canada, so I'm confused

you can't use US stamps on your return envelope if it's coming from Canada. You either have to use Canadian Stamps or a couple of IRC's
