The LJ communities hires_hotties and hires_hunks are very useful. I also look for sites devoted to the person I'm trying to find pictures of if they're not in the archives there.

I think it's all based on the obscurity of an actor. When I'm searching for an actor with minor roles, pictures can be nearly impossible to find.

Yahoo I find better in terms of pictures, so long as I hit the 'large' or 'wallpaper' options in the image section.

Ask.com images can turn up some good results, too.
