I would not use a padded envelope, they are designed for stopping oversize objects from being knocked about, and not for keeping pieces of paper flat.

If you're worried about pictures getting bent, put a piece of thin card in for protection.

You need to put stamps on for the country it will be sent back from; for example, when I send to the USA from the UK I put UK stamps on the envelope I'm sending, and US stamps on the return envelope. If you're using IRCs you need to check the value in the country you're sending to and enclose enough...
