I think one IRC equates to the minimum airmail item in that country. So, if the person just used the stamps that one IRC was worth, they'd probably only be able to send back a postcard or something. After all, to send a letter to Europe from the UK is much cheaper than to the US, so presumably it wouldn't be that expensive sending it back the other way.
