I use tinypic.com

Upload the image and on the next page there are several sizes to pick from. Select the small website one.

USPS won't accept orders online through their website if being shipped abroad.

Their eBay store is the only official online channel stamps can be ordered for international customers.

Or you can buy them directly at usps [dot] com.
